Workshop 5 _ Urban Place Form _ “Inverted Pascuqan”
This urban typology represents an Utopia.
It is based on the ideal, that the “Input” to a house can be limited to only two elements.
- Consumer goods: Food, toys, luxury goods, daily-life goods.
- Clear rainwater
That means, no electricity, no fresh water, no heating and no fresh air is needed from outside.
In a second step, the “Output” is limited to two elements as well:
- Clear water, ready to be returned to the earth.
- Recycled materials, e.g. usable as building materials.
This utopia will be called “www.Inverted.Pascuqan.net(work)”
Three characteristic and representative elements of the proto urban conditions in Pascuqan are inverted:
- Walled house » Courtyard house
- Waste dump » Waste cycle
- Water import/export » Local water
But see youself (more explanation will follow)

1. New Regulatory Plan Tirana
The old 2017 Plan for the future development of Tirana was recently replaced by the »New Regulatory Plan«
- This is what the Tirana Government says about it
- Here is a nice flash presentation of some plans
- Here a forum thread in skyscrapercity.com, showing many plans, unfortunately in Albanian
- But this is an english document, describing the plan very thoroughly
- Olesja even managed to find a Powerpoint presentation describing the regulatory plan and translated it for us! Click Regulatory Plan Powerpoint
Tirana _ New ringroad
This describes quite thoroughly the plan and conditions for the new outer ringroad: Tirana Outer Ring Road
Worldbank _ Albania Urban Sector Review
A very interesting (but long) review about the historic and recent urban development from the viewpoint of the Worldbank can be downloaded here!
Original presentation Prof. Dhamo
A somehow similar presantation to the one we got on the last thursday by Prof. Dhamo, can be found here!

Workshop 2
After a crit of our Polaroids, with quite interesting results, our task was to create sort of collages/assemblages/montages etc. based on the Polas and our ideas of an ideal, an utopia/exaggerated image of an concept.
So this is it:
- In “Gradiation of exposure” you can identify 4 morphological elements – Picture 1 can be an exaggeration.
- “Cause and Effect”, an Pola about informality can also be read as a kind of grid, not only formally but also concerning the different grids and layers of reality in suburban Tirana.
- And finally, “Limits of responsibility”, interpreted as a kind of “island” and influenced by the two other collages… we tought could lead to something like this.
But see yourself:
If you feel like, any comment is much welcomed.

Workshop 1 _ Pola 2
Tuesday, Tirana. First Workshop, first site visit and first results, another series of Polaroids.
The site we chose, is a, well you want to call it river, but the truth is, its completely covered in garbage! It stinks! There are no propper streets to get to the bank! The whole area consists of informal/illegal buildings, there are only very few paved roads.
Polaroid 1
There is a variety of characteristic sorts of boundaries. Some are natural, some man-made, some caused by qustions of burocracy etc.
Much more interesting is the question how far the people are willing to take care and feel responsible. Does it end at the property boundary? Could i.e. legalization encourage the residents to extend their field and area of responsibility into the public space?
Polaroid 2
The two sides of the Tirana river diverse significantely due to the height of the bank, the density of fabric and use of land.
Whilst the Tirana side is extremely dense and due to a higher bank can get very close to the water, on the Paskuqan wide stripes of land are threatened by flood and erosion. This causes severalt difference in the morphology, i.e. agriculturally used gardens toward the river.
Polaroid 3
There is a common rule, that only houses which have a roof will have any chance to be granted in the legalization process. In effect, you see lots of quickly built but unfinished buildings, which for us either express an abstract hope (for legalization) or desparation (for living space) of the builder. Additionally the shortage of money in the beginning causes a phased building.
This again is connected to the question of responsibility and cooperativeness of the residents towards a nice river/city landscape.
Respect goes to Olesja and Poliksen – my team!

Pola
These are the polaroids we took, in the preliminary design process for our Tirana excursion.
Three images for a distinctive city are, three for a inner-city beck. Watch carefully, and ask yourself if the title favours the image…
